As a 2009-2010 Legatum Center Fellow, Javier is establishing a chain of low-cost diabetes clinics in Mexico where, despite the increasing government efforts to control the disease, 90% of the diabetic patients have very poor or no access to healthcare. With more than 10 million patients in the country and with diabetes now standing as the primary cause of death, Javier seeks to introduce innovative evidence-based algorithms for diagnostics and care. Clinics like these can revolutionize healthcare in developing countries by offering unlimited consultations for an annual fixed-fee. The intended result of which is to drastically reduce the cost of treating chronic diseases in developing countries.

Prior to his undergraduate studies, Javier spent one year living in an indigenous community in Mexico. It was there that he saw first-hand the marked inequities in health care services among different populations in Mexico. Javier has since built upon his initial experience with rural and indigenous communities. He is the co-founder and former director of the University of Monterrey Sierra Tarahumara program, a program that promotes agricultural innovations and education in rural communities of Mexico, and he is the co-founder and director of Global Cycle Solutions in Tanzania.

Javier’s professional experience also includes his work with CareWorks in chronic care management and as continuous improvement manager with Verzatec, a multi-national manufacturer of aluminum and plastic products in Mexico. In addition, Javier has served as an advisor for social development for the University of Monterrey and the state government of Nuevo Leon and was selected by the Mexican government in 2006 as one of 20 outstanding social leaders.

Javier recently completed his MBA at the MIT Sloan School of Management and moved back to Monterrey, Mexico to oversee the construction and start of the first clinic.
