Information and communication technologies (ICTs) have generated profound changes in advanced countries. A natural question, then, is how can these technological developments benefit poor countries? Development gurus and ICT experts are urging governments in poor countries to adopt the “right” policies to ensure that benefits from these technologies flow to their nations.
